I think Manictime is an excellent program for tracking time of one user. But for a whole team is another issue.
Then there is a need to analyze the time reported for a whole team.
There is nothing wrong with local storage of data for quick access, but the data should also sent to a shared server application for the team. It could then be analyzed with another application or on a webpage.
