Control of Tags for multiple users

Currently, I am consider rolling this out to my entire software development team. I have identified all of the tags we will want everyone to use to ensure reporting can be done in a fashion that works for us.

Is there anyway to control or lockdown tags for all of the various users to ensure consistent use of our identified tagging structure?

It's sad but currently you wont get any help from MT and I think this is definitely one of the things we need to add quickly.

Most likely we will add a way to add tags to the server. Then anybody who connects to the server will be able to get them. Would this be ok?
