it seems I can only construct filters for autotags based on complete matching phrases, so I cannot construct a rule that looks for two separate tokens anywhere in the title, and assign a particular autotag.

You can write custom filter, then click on the down arrow to the right of the filter textbox and click Add to autotag.

ah, perfect.
I didn't see that in the help for AutoTags, might be worth itemizing there all the ways you can add AutoTags (where to click, etc).
