I have various Client, and I must use hierarchy for my tags, for example I have client one, and I must do some translation and web design for him, I create to tags: translation and webdesign, so how can I assign those tags to a particular client?

Use comma to separate them, for example:
Client 1, Web design
Client 2, Translation
Client 2, Web design
....
