I see that I can globally edit a tag grouping for all usages, but if I find that I have mistagged a set of time entries (say, I missed a tag that I want to appear in combination with the others it already has), I cannot figure out how to edit that entry. It lets me add another separate tag entry, but this is not what I want to end up with. There are too many of them peppered over the course of the day to add a new tag, then delete the old one.

Let me see if I understand you correctly.

Lets say I have tags for 'Tag 1, Tag 2'. Then today I also create a few of the same tags, but now I want to edit them to 'Tag 1, Tag 2, Tag 3' but only for today. So that older tags stay 'Tag 1, Tag 2'?

If this is correct, then there is no simple way to do this. Maybe the easiest would be to filter them, make a selection(check all) and create the tag you want. Now everything should be double tagged. Then filter again for the old tags, CTRL-A on the lower list to select them and right click Delete.
